In order to see the assembly better, the pulley -- mylar tape -- is not attached
around the primary, 12-inch pulley, and the secondary, 
 1-inch pulley.
  The grooves seen under each of the four allen wrench bolts are used for
tightening the pulley.   In this image, the bolts are in 
 the
"Up" position, ready for the tape to be attached.   Then, the
assembly is pulled or pushed down, the bolts are tightened, and the tape is 
taught enough to hold the tube in position.   (Note: The tube and all of
its components weighs approximately 35 lbs.)
